CONGRESS THEME: PLANNING TO ACHIEVE / PLANNING TO AVOID: The Need for New Discourses and Practices in Spatial Development and Planning

Drastic changes in the globally shared environmental, economic, social, and political contexts concurrently impose problems on societies today which beg new questions and theoretical frameworks, new areas of research, and demand new approaches in the education and practice of spatial planning.

Human induced global warming and consequent climate change, environmental deterioration, ecological degradation, depletion of natural resources, biological degeneration processes, all carrying risks of irreversible total breakdown are more clearly perceived and understood today by scientists, planners and the world community. The very material conditions these processes give rise to affect the modes of production, consumption, mobility and other patterns of activities today and in the near future. This will demand renewed strategies and policies in social and spatial organization and conduct. On the other hand, escalating and complex forms of natural and anthropogenic hazards and risks faced by societies make safety in cities and geographies of survival a central issue to spatial policy today.
The economic meltdown experienced globally, and in many European countries already had influences in spatial policies and is likely to have profound impacts on the planning and policy agenda today and in the near future. High rates of urban poor, unemployment, socio-spatial inequalities, rural exodus, impoverished environments, risk pooling, and incapacitated local communities tend to persist. New approaches and policy frameworks, and new forms of macro and micro methods of intervention are considered as imperatives today.
Politically, reasons seem to have accumulated today so as to transform representative democracies extensively into participatory forms of discretionary practice. As conditions of economic and ecologic existence become more fragile, demands intensify at different levels of implementation of planning decisions to have greater transparency and shared responsibilities. Cities worldwide are facing rapid social, economic, environmental, technological and cultural changes such as: rapid urbanisation, aging of society, security issues, housing emergency, new solutions on mobility, integration of immigrants, food and water shortage, etc.

Especially in times of economic crisis and demographic changes in cities, it is necessary to think about how to best handle what we have, and therefore “RE-MIXING THE CITY” is a challenge to manage and re-combine the elements which make our modern cities in order to better respond to change. REAL CORP 2012 in Schwechat will offer the possibility to collectively discuss a wide range of topics in different panel groups and workshops.

We kindly invite you to submit your contributions and abstracts/papers for REAL CORP 2012 to the following sections and topics:

• Can “mixed cities” be more sustainable and resilient?
• Living, working, learning, relaxing, enjoying, shopping, … – anything anywhere & anytime?
• Is it the purpose of spatial planning to “sort land uses in space”?

EXHIBITION: David Maljković – Exhibition for Secession

The collages, films, and architectural mises-en-scène of the Croatian artist David Maljković form part of the current critical engagement with modernism. Maljković turns his attention to sculptural and architectonic symbols that, against the backdrop of Yugoslav socialism, signified the dawn of a new era. He renegotiates these on a historic, cultural, and theoretical level by relating it to the present and the future. In his exhibition at the Secession he takes a different path: He reflects his own previous ideas by giving many of his existing works a radical restaging. Objects developed as presentation structures for other contexts and contents will be cleared out and emptied. Maljković arranges these objects in the main exhibition hall and accents them only with minimal marks and interventions like fog or sounds.

EXHIBITION: Sechs ungewöhnliche Orte – Entdeckungen im Linzer Osten

Das Linzer Hafenviertel – von vielen als versiegelter, von Industrie und Gewerbe vereinnahmter Teil der Stadt empfunden – hält ungeahnte Freiräume bereit, die im anhaltenden Verwertungsdruck
nach und nach zu verschwinden drohen. Das teilweise Verlanden der drei Hafenbecken ist dabei nur ein Aspekt einer allmählichen Veränderung, an der die Bevölkerung kaum Anteil nimmt. Dabei wäre eine städtebauliche Öffnung der Stadt Richtung Osten, vor allem auch im Hinblick auf die Strahlkraft des Areals um die ehemalige Tabakfabrik, im größeren Kontext von immenser Bedeutung für die Verbindung von Zentrum und ihren realen oder symbolischen „Rändern“.
In einer Serie von Fachexpeditionen haben wir in den letzten Monaten das Linzer Hafenviertel erkundet und sind dabei in „rurbane“ Nischen vorgedrungen, deren spröde Eigenart unsere Wahrnehmung von Stadt bereicherte. Wir konnten beobachten, wie sich die Natur einen Tennisplatz zurückholt, welche Ressourcen Industriedächer bereithalten und welche Geschichten in einem verlassenen Parkplatz schlummern. Die Ausstellung stellt die Relikte dieser Expeditionen nun in einen innerstädtischen Kontext und lädt Sie ein, ein unterschätztes Stück Stadt neu zu entdecken.

EXHIBITION: Bernd Oppl - Delay Room

In seinen Videoinstallationen beschäftigt sich Bernd Oppl mit der medialen Abbildungen des Phäno- mens Raum. In „Delay Room“ transferiert der Künstler zunächst filmische Szenen in ein bewegliches Miniaturmodell, um dieser Vorlage schließlich eine Videokamera zu implementieren und das daraus resultierende Bildmaterial in Echtzeit wiederzugeben. Der leere Raum ist dabei nicht nur Kulisse, sondern Hauptdarsteller ,der in einem choreographierten und endlos fortdauernden Bewegungsablauf verharrt. Die Grenzen des Raums – und damit der Raum selbst – scheinen sich aufzulösen und irritieren die Wahrnehmung der BetrachterInnen, die den Ursprung der Bewegung nicht mehr verorten können. Der Künstler erzeugt Situationen, in denen das bewegte Bild als architektonische Kunst begriffen und wahrgenommen wird. Der Raum wird zur Handlung und schließlich zur potenziellen Grundlage für Erzählungen.

Carme Pinós graduierte 1979 an der ETSAB und eröffnete 1982 in Partnerschaft mit Enric Miralles ihr Büro in Barcelona. Die bekanntesten Projekte aus dieser Phase sind das Gemeindezentrum in Hostalets, der Friedhofspark von Igualada und die Sportanlage für die Bogenschießbewerbe der Olympischen Spiele in Barcelona.

1991 eröffnete Carme Pinós ihr eigenes Büro, in dem seither zahlreiche Projekte zu unterschiedlichen Bauaufgaben von der Parkgestaltung bis zum Schul- und Bürobau entstanden: die Fußgängerbrücke in Petrer (Alicante), die Juan Aparicio Waterfront in Torrevieja (Alicante), die La Serra High School in Mollerussa, die Volksschule in Castelldefels (Barcelona) sowie der Cube Tower in Guadalajara (Mexico), mit dem sie einen neuen Typus des Bürohochhauses geschaffen hat. Derzeit arbeitet sie an mehreren Projekten, unter anderem dem Sitz der Katalanischen Verwaltung in Tortosa, dem Verkehrsmuseum und dem Stadtpark in Málaga, dem La Gardunya-Platz im historischen Zentrum von Barcelona, zu dem neben der Platzgestaltung das La Massana-Zentrum für Bildende Kunst und ein Wohnbau gehören, dem Caixaforum in Saragossa und dem Cube 2 Tower in Guadalajara (Mexico). In Wien entsteht ein Institutsgebäude für den neuen Campus der Wirtschaftsuniversität.

Carme Pinós ist eine der weltweit renommiertesten Architektinnen mit Gastprofessuren an der University of Illinois at Urbana-Champaign (1994-1995), der Kunstakademie in Düsseldorf (1996-1997), der Columbia University in New York (1999), the Ecole Polytechnique Fédérale in Lausanne (2001-2002), der ETSAB in Barcelona (2002), der Università Degli Studi di Sassari in Alghero (2002-2004), der Harvard University Graduate School of Design (2003), der Accademia di Archittetura di Mendrisio in der Schweiz (2005-2006) und der Universitá di Roma Tre (2007-2008).

Urban Research: Open call for film and video works!

The program Urban Research, curated by Klaus W. Eisenlohr for Directors Lounge 2012, reaches beyond the genre “city films”. Contemporary artists are engaged in local politics, they are concerned with specific urban problems and developments, and they are directly interacting with the public with performances and public interventions. Due to rapid changes of urban environment, place is no more a reliable urban structure connected with consistency and collective memory. Place must be reinvented and newly defined over and over, and this does not only apply for spaces of temporary use. Public space in the sense of social interchange and interaction – as well as just a space free to use – is not a given opportunity any more, which can be taken for granted. International artists address these themes and issues with a variety of forms, experimental, documentary, abstract, and narrative; they intervene directly or they show there visions of public space, and a new urban landscape. For the festival presentation all screening media (besides 35mm projection) and art-related projects are welcome.

Urban Research 2012 will be first presented at Directors Lounge 9–19 February 2012. The program has also been presented internationally in screenings in London, Mannheim, Hannover, Poznan, Freiburg, Essen, Dordrecht, Senigallia, St. Petersburg and Berlin.

Mit: Jens Dangschat (TU Wien, ISRA), Udo Häberlin (Stadt Wien, MA 18), Barbara Holub (transparadiso), Georg Irsa (Stadt Wien, Fachreferent für Stadtplanung – angefragt), Elke Rauth (dérive – Zeitschrift für Stadtforschung)

Was bedeutet städtische Öffentlichkeit heute und welchen Einfluss nehmen Privatisierung, Kommerzialisierung, Festivalisierung oder auch Musealisierung auf die Integrationsfunktion städtischer Teilräume? Diese Fragen bilden die Basis für die Auseinandersetzung mit der Diskrepanz zwischen vernachlässigten öffentlichen Stadträumen und jenen, die durch geplante oder ungeplante Aufwertungsprozesse im Fokus der (medialen) Öffentlichkeit stehen. Die Frage von Authentizität und Inszenierung wird dabei insbesondere im Kontext von Inklusions- und Exklusionsprozessen diskutiert, die im öffentlichen Raum wirksam werden. Doch was kann und muss dieser vor dem Hintergrund des gesellschaftlichen Strukturwandels eigentlich noch leisten? Welche Akteursgruppen erheben Ansprüche darauf? Ist die Frage nach den Aneignungsmöglichkeiten und somit der Integration
marginalisierter Bevölkerungsgruppen vor dem Hintergrund zunehmender Kommodifizierung ohnehin bereits obsolet geworden? Wie geht die Stadtplanung mit diesen Problematiken um? Wo verortet sich dabei die Kunst und welche Rolle spielen künstlerische Interventionen im öffentlichen Raum?
